This paper was commissioned by Australian Education International (AEI) in the Department of Education, Employment and Workplace Relations (DEEWR) as background for and to aid discussion at a National Symposium: English Language Competence of International Students, held on 14 August 2007 in Sydney. The preparation of this report was managed by the International Education Association of Australia (IEAA).
