This report is intended to make a contribution to the overall governance and effective and efficient delivery of education in APEC member economies. The report is specifically aimed at the building of an internationally competitive education services sector, with benefits that may include enhanced capacity for education policy development and implementation; increased access to quality education services; development of a broader, internationally focussed curriculum; promotion of innovative mechanisms for the delivery of education services; increased transparency of ‘best practice’ in provision of education services; development of internationally competitive labour forces; and enhanced understanding of cultures within the region.
The report, which was commissioned by DEST and prepared by Professor Brian Caldwell, was presented at the recent 27th APEC Human Resources Development Working Group (HRDWG) in Thailand, June 2005. Members focussed on the ‘framework for governance’ from the report and its practical use in policy development. Fourteen economies participated in the project and provided an overview of approaches to education governance as well as accounts of ‘best practice’ and ‘education reform’.
