Grants for Good Practice in Offshore Quality
The Australian Government has supported providers in the Higher Education, Vocational Education and Training (VET) and English Language Training (ELT) sectors by providing $3.328 million for industry-led projects to develop good practice in quality offshore delivery.
Higher Education
The Australian Vice-Chancellors’ Committee administered $1.35 million in grants for 15 university projects.
The project reports, developed by the listed institutions, are now available.
On 2 August 2006, the Australian Education International (AEI) and the International Education Association of Australia (IEAA) jointly held a workshop Transnational Quality Higher Education Good Practice Project Outcomes and Next Directions, to discuss the findings of the 15 projects and explore ways of further encouraging good practice for the quality delivery of transnational education.
The Synthesis Report (pdf 1180kb) developed for the Good Practice Workshop and the final report on the Outcomes of Universities Transnational Education Good Practice Projects (pdf 193kb) are now available.
Some of the results of the completed projects are:
- Tools to assist the establishment and maintenance of successful partnerships such as models for selecting partners and standard contract templates for partnership agreements, models of due diligence for monitoring agreements, and templates for evaluating partnership programmes;
- Tools to assist staff: such as frameworks to identify the professional development needs of staff teaching in offshore locations, and sample materials and resources for professional development;
- Tools to ensure the needs of students are being met: including a framework to evaluate the educational experience for offshore students, and culturally practical models of student learning support;
- Model policy and checklists for the delivery of offshore teaching in languages other than English; and
- Models for assessment and moderation to ensure comparability between all modes of delivery.

Vocational Education and Training Good Practice Projects
The National Centre for Vocational Education Research (NCVER) administered $1.5 million in grants for 15 projects by Registered Training Organisations (RTOs).

English Language Training Good Practice Projects
The Government has also provided $478,000 for six projects in the English Language Training sector. The projects listed below were managed by the National ELT Accreditation Scheme Limited (NEAS) Australia and the project reports are now available to MIP subscribers here.
A synthesis report on project findings is currently being developed and will be available to MIP subscribers when completed.
