Information on each of the following is detailed on this page.
Eligibility
AEI Promotional Services are provided on behalf of CRICOS registered institutions, State/Territory education systems, recognised consortia, regional education marketing bodies, and peak bodies representing CRICOS registered institutions. The services are only available to organisations with a demonstrated significant interest in, and capacity for, overseas marketing activity as evidenced by:
- the provider’s overseas student enrolment number (those holding student visas) over the previous academic year totalling over 25 students or the provider indicating a strategic objective to reach this number;
- the provider having clear processes for student enrolment in each market in which services are sought, including either established arrangements with in-country agents or sound direct enrolment processes; and
- promotional marketing materials meeting ESOS Act 2000 and National Code requirements.
Industry bodies that do not provide CRICOS courses, or CRICOS institutions just beginning to market offshore who are seeking to utilise AEI Promotional Services may be considered for access to this service after presenting a business case to AEI. All applications must be submitted to AEI’s National Office for approval (See Application Form ).
Promotional Materials
Provider materials displayed and distributed by AEI through its offshore network must:
- identify the registered provider;
- identify the provider’s CRICOS registration number;
- comply with ESOS Act 2000 and National Code requirements as relevant;
- be delivered offshore to the addresses nominated by AEI;
- be replaced with updated material every 12 months; and
- have provision for disposal after 15 months.
Australian Education Centre and AEI Office managers may require that the number of items being displayed for a particular provider be limited to ensure all providers receive equitable treatment in the display space available.
Provider Responsibilities
Providers and their agents must not promote a course to international students or intending international students unless the provider and its courses are registered on CRICOS (section 8 of the ESOS Act 2000), or unless they do so in accordance with an arrangement they have with a provider registered for the relevant course (in which case the registered provider is responsible for all obligations under the Act).
All written materials, including those in electronic form, must identify the registered provider and provider CRICOS registration number (section 107 ESOS Act 2000 ). Providers and their agents must not mislead or deceive overseas students, or intending overseas students, when recruiting or providing a course (section 15 ESOS Act 2000 ).
The National Code (paragraph 19) requires that a provider must ensure that the marketing of their education and training services is carried out with integrity and accuracy – both by providers and their agents. False or misleading comparisons must not be made with any other provider or their courses. The marketing and advertising of education and training services by providers must not contain any inaccurate claims of association with any other provider or organisation, or inaccurate advice as to acceptance into another course.
Course Information to International Students
Information supplied to offshore centres for display and distribution must, in addition to identifying the registered provider and their CRICOS registration number, be clear, unambiguous and accurate, in order to enable students to make informed decisions about the provider and the services they offer. This information must include:
- an accurate description of the courses offered by the provider, including information such as accreditation status, content, level of qualification, course duration, credit transfer, facilities, resources, equipment and learning resources and methods of study and assessment;
- an itemised list of all fees payable to the provider;
- a fair representation of the local environment in which the provider is operating, including location of campuses and indicative costs of living;
- the provider’s written agreement for refunds, if they have one, or a statement that the provider has no such agreement. A provider’s written agreement for refunds must meet the requirements of paragraphs 42-44 of the National Code;
- the minimum level of English language proficiency, educational qualifications and work experience required to undertake the course of study; and
- advice to students that any school-aged dependants accompanying them will be required to pay full fees if they are enrolled in a school in Australia (for more information visit the DIMIA website).
All eligible providers and other organisations seeking to initiate the distribution of their promotional materials through AEI’s offshore network should complete and forward a formal application to the AEI National Office. AEI will assess eligibility and availability of capacity, advise the applicant of the outcome as soon as possible, and nominate a date from when the materials may be forwarded offshore and where.

Applicants will be advised by email of approval to forward materials to offshore centres and therefore commence receiving the services, shortly after receipt of the application.
